It has been established as a designated department at national level in terms of the Civilian Secretariat for Police Service Act, 2011 (CSPS Act).<\/span><\/p>\n<ul>\n<li>Exercise Civilian Oversight over the Police Service, through monitoring and evaluating of overall police performance against planned programmes.<\/li>\n<li>Give strategic advice to the MEC in respect of developing and implementing policies.<\/li>\n<li>Provide administrative support services to the MEC, to oversee effectiveness and efficiency of police service.<\/li>\n<li>Liaise and communicate with stakeholders.<\/li>\n<li>Implement a partnership strategy to mobilise role-players and stakeholders to ensure the safety and security of communities.<\/li>\n<li>Promote good relations between police and community.<\/li>\n<li>Coordinate the functions and powers of Civilian Secretariat national and provincial spheres of government.<\/li>\n<li>Provide guidance to community police fora and associated structures and facilitate their proper functioning.<\/li>\n<\/ul>\n<p><strong>Service<br \/><\/strong><\/p>\n<p>Section 16 of the Act compelled each MEC to constitute a provincial Secretariat for Police.<\/p>\n<p>The Provincial Secretariat must:<\/p>\n<ul>\n<li>Monitor and Evaluate the implementation of policing policy in the province<\/li>\n<li>Evaluate and monitor police conduct in the province.<\/li>\n<li>Promote community police relations<\/li>\n<li>Establish and promote partnerships and<\/li>\n<li>Manage the enhancement of community safety structures within the province.<\/li>\n<\/ul>\n<p><strong>It is made up of the following sub-programmes:<\/strong><\/p>\n<ul id=\"bul-c3c8c621-dd8c-443d-8d5f-4c582cba0fe7\">\n<li>Monitoring and Evaluation<\/li>\n<li>Policy and Research<\/li>\n<li>Safety Promotion &nbsp;<\/li>\n<li>Community Police Relations&nbsp;<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"csColumnGap\" style=\"margin: 0px; padding: 0px; width: 1.17%; float: left;\">&nbsp;<\/div>\n<\/div>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>&nbsp;<\/strong><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Director:&nbsp; Civilian Oversight&nbsp; Mr D.J Jasson&nbsp; &nbsp;P.A:&nbsp; Mr. T Molefi &nbsp;Tel:&nbsp; 053 839 1767 &nbsp;Email: thabangmolefi@ncpg.gov.za &nbsp;Purpose To ensure the transformation of the SAPS by promoting accountability and transparency in the police service with the mandate outlined in Section 2 and 3 of the SAPS Act.
